Of Our Time: 2002 GSA Design Awards

The U.S. General Services Administration's Design Excellence Program has challenged many of America's most talented architects, artists, and engineers to reconsider the meaning of Federal design and construction. The 2002 Design Awards, recommended by a jury of distinguished private sector practitioners, recognize those professionals who have responded with enthusiasm and creativity to complex facilities needs. Of Our Time: 2002 GSA Design Awards documents the twenty-four Federal projects recently honored. It includes contemporary architecture ranging from new laboratories and border stations to courthouses; preservation projects and interior design; public art and graphic design; sustainable design; innovative engineering; and high-quality construction. The projects show that regional styles and heritage can be integrated with the latest in building technology to represent the Federal presence with a renewed vitality.
The jury recognized many exciting new structures that incorporate attractive design, while addressing concerns such as sustainability and security. Thomas Hacker Architects Inc. made the U.S. Port of Entry in Blaine, Washington, highly functional while creating a welcoming image to people entering the country. Another winner, the Environmental Protection Agency Research and Administration Facility in Research Triangle Park, North Carolina, designed by Hellmuth, Obata + Kassabaum, Inc., demostrates that significant improvements in environmental performance can be accomplished without raising costs. The campus uses 40% less energy and conserves approximately 250,000 gallons of water per month compared to similar facilities. It also used a number of products with recycled content in its construction.
Several projects recognized this year demonstrate how good design and construction techniques can revitalize existing Federal structures, preserving the beauty of the older structure while offering improved space for today's tenants and visitors. Finegold Alexander + Associates Inc. was responsible for the restoration and renovation of the U.S. Post Office and Court House in Old San Juan, Puerto Rico. This project challenged the architects to preserve and integrate two historic buildings from different periods - 1914 and 1940 - to create an up-to-date courthouse. In other cases, projects required the introduction of new uses into existing spaces. An example of this is the design of Poste, a restaurant located in the recently-opened Hotel Monaco in Washington, D.C. The design team from Adamstein & Demetriou Architects created a 21st-century restaurant in a space that once house the D.C. General Post Office, while respecting the building's integrity and history.
Taken as a whole, the Design Award winners for 2002 reflect the broad spectrum of design ideologies and project types that are creating a reinvigorated public realm.
