Heather Schwartz

Dr. Schwartz (Ph.D., Education Policy, Columbia University) is associate policy researcher at the RAND Corporation in New Orleans, Louisiana. Dr. Schwartz researches education and housing policies intended to reduce the negative effects of poverty on children. She currently leads two projects to study the effects of economic integration on low-income children and their schooling. She has examined the schooling impacts on elementary-age children of an economically integrative public housing program in Montgomery County, Maryland. Prior to that, Dr. Schwartz consulted to HUD and to housing authorities on HOPE VI and resident relocation.
